The UMUCYO is the e-Procurement System for Rwanda. It is the single channel for all public procurement process in Rwanda. The e-Procurement System project consisted of 2 stages:

 

  • Pilot stage
  • Further roll out

 

The pilot stage consisted of running the system in 8 givernment entities including:

 

  • Ministry of Finance and Economic Planning (MINECOFIN) & MINECOFIN SPIU
  • Ministry of Infrastructure (MININFRA)
  • Ministry of Health (MoH)
  • Rwanda Development Board (RDB)
  • Rwanda Transport Development Agency (RTDA)
  • Rwanda Biomedical Center (RBC)
  • GASABO DISTRICT
  • KICUKIRO DISTRICT

 

The pilot lasted 9 months where all procurement related processes were done using this system.

After successful pilot, the system was launched further to all procuring entities in Rwanda using IFMIS as Financial Management System. Extra Budgetary Entities will rolled out from July 2018

 

Linkage with other systems

 

The UMUCYO system is linked with other public and private institutions systems to make it easy for bidders in obtaining various documents required through  the procurement process.

The system is linked with the following systems:

 

IFMIS: The system links with IFMIS  to exchange information related to budget information and payment authorisation.

 

RRA:  UMUCYO links to RRA system to make sure that tax clearance certificate is available for bidders. Bidders still need to pay the fee to RRA through commercial banks (not BNR), mobile money or online banking system, however, once paid there is no need to obtain and bring paper for submission. The Clearance Certificate is electronically checked with the RRA systems.

 

RSSB:  UMUCYO links to RSSB system to check validity of RSSB crtificates . Bidders still need to pay the fee to RSSB as currently done, however, once paid there is no need to obtain and bring paper for submission . The certificate is electronically checked automatically with the RSSB systems.

 

RDB: Some key information are obtained electronically from RDB. These information include the following:

  • Company registration certificate – it is no longer required to submit it in hardcopy. An alectronic version will be obtained from RDB.
  • Registration details: some key information like business activites are obtained from RDB when bidders are registering into the system.

 

Banks & Insurance companies:

The UMUCYO system is also linked with some banks and insurance companies who have responded positively to the invitation to link with it. The purpose of linking with these institutions’ systems is so that guarantee documents can be obtained.

 

As usual the banks and insurance cover the following documents:

  • Advance payment guarantee/security
  • Bid security guarantee/security
  • Performance guarantee/security
  • Credit line security

Digital Certificates

Before a user can register on Umucyo.gov.rw, e-Procurement System for Rwanda, one must obtain a digital certificate from RDB PKI. You can contact the PKI registration team on 4045 or write to them on pki@rdb.rw
